Hey, it is usually happens while unsuccessful ATM transactions.
So, we should not to worry about it so much, it is usually refunded by bank within 24 hours.
But some times it doesn't refunded by the Bank. So in such case you can follow these steps:

If the money is not credited back, then there is a link for customer complaints in onlinesbi.com. If you click on the link, it will direct you to customer complaints forum, which will ask for all the details of the transaction (better save the transaction slip as this forum asks for transaction reference number, which can also be obtained from transaction history through internet banking, mobile banking or mini statement). Even if you give a written complaint to branch manager they will be lodging your complaints in this forum(excepions are ATMs loaded and balanced by the branch where the complaint is lodged). Your money will be credited back in 2 to 7 working days maximum.
If your money is not credited back then the bank has to prove with records that your transaction was successful and you got your money(incase of withdrawal) or the beneficiary received your money(incase of POS or other payment gateways).
This is applicable for all card transaction failures at ATM, POS and other online payment gateways.
I would not suggest this, except that you have already been chasing this complaint for several months. If you feel that there is no proper response then you can approach banking ombudsman and make a complaint citing your previous complaints and the failure to provide any resolution.
